is it a georgia law that I have to add my child to my auto insurance policy when he turns 16?

We are unable to provide legal advice, but it is my understanding that Georgia state law requires that any motorist operating an automobile must be covered. Whether or not the 16 year old will need to be added to a policy, insurers generally require that they are either added or excluded. It may be a good idea to check with your carrier if your child will be operating your insured automobile to avoid an uncovered accidents.
